what you have done is correct, but i need know for which infotype your triggering this dynamic action?
i think when you doing a Personnel action call Z1 and when you create or change infotype 0006 subtyp 99 then the province (STATE) where you maintaned in IT0006 subtype 99 should be default in IT0461 right?
If so, you have to write dynamic action for infotype 0006 and subtype 99.
go to table V_T588Z via SM30 and system will ask you to ender the infotype and give your infotype as 0006.
again you can give SUBtype in this table as 99.or 01. and try the same code what you have written.
hope it should work 
Note. this dynamic action will work when you doing the Action (Action type Z1)
