This happens to us as well.
SAP released a note yesterday related to this issue.

We have applied this Note in Development but still the issue exists.
When we run it in production mode the log did show
all the entries and was able to save the entries as “*” but after moving these
changes to Acceptance, I realized that the entries were not captured and not saved
even in Development.
Could you please try to import the OSS note as well? Just want to confirm if the Note does not work for you either.
In addition, also noticed that we should be
seeing the version levels for both cross-client and client specific
tables which we are not even after running the tool in production mode. The information should be in table T77PAYUS_SYNTX. But this table is not being populated in our system after we run the Sync tool. So we do not see the version level on the Sync Tool screen. Not sure why either..."
