Outgoing Payments not enter with foreign currency

Currently I’m using SAP B1 version 9.0 Version for HANA, I just upgraded from version 9.0 PL04 to PL13 version for HANA.

Now I enter Outgoing Payments Transaction shall not enter with foreign currycy (Local Currency and Currency System: VND). Enter finished it will automatic return to the Local Currency.
