I took some time this morning to try on our installation.
We are BI Platform 4.1 SP4 (14.1.4.1327 build number per checking CMC, I think it's Patch 3).
We have Design Studio 1.4 SP0 installed.
I am able to use Zahid Yener's example with no problem in any scenario (local JS variable, global variable, single or double quote, running locally and from BI Platform)
So I am not sure if this is a patch thing or a locale thing, but I wanted to share that it is working for me with no problems.
EDIT: One point I forgot to mention is that after we installed the DS 1.4 BIP Addon, we had to run wdeploy manually as our Admin did not choose to run it at the end of the standard install. Prior to that, no dashboard (even a new blank one) would run. Not saying that a wdeploy would help, but certainly would not hurt.
