I found another simplier way.

OPEN DATASET <ls_out>-pathname IN TEXT MODE ENCODING UTF-8 FOR INPUT.

        READ DATASET <ls_out>-pathname INTO lv_payload.
*        TRANSFER ***** 
        CLOSE DATASET <ls_out>-pathname.

and use it as a cl_xml_document after.
