Im having a similar issue, I created the Process template with two activities, in the dimensions and users section I selected: in Driving Dimension Cost Center, in members I selected two specific CC and in performer OWNER (wich is the team who has access to this CC). and I saved it, I validated and deployed, after this I created the Process Instance but in the step 4 is not recognizing the delimitation of CC and is taking all the CC that exist in my dimension not the one that I selected in the driving dimension of the process template.
I just ask basis team and they told me that they imported with SAP_ALL.
